David Peebles is our third and final recipient of a life member award for 2025. David has made a significant and sustained contribution to the Oceania Hockey Federation through leadership roles spanning governance, competitions, constitutional reform, and direct support to Pacific Island nations.
David joined the OHF Board as an elected Director in April 2019 and served until October 2023. During this period, he also took on the role of Secretary General from September 2021 to October 2023, stepping into the position following the retirement of Bob Claxton. He provided stability and strong leadership during a time of organisational transition and change.
A major component of David’s contribution was his long-standing involvement in competitions governance. He served as Chair of the OHF Competitions Committee from July 2012 to September 2021 and was a member of the FIH Competitions Committee from November 2014 to September 2021. As the elected OHF representative on the FIH Competitions Committee, David was highly effective in advocating for Oceania’s interests at the international level.
His key achievement in this space was balancing the needs of Oceania’s two leading nations, Australia and New Zealand, at elite international events, while also championing the development of meaningful opportunities for emerging Oceania nations. David was a strong supporter of Hockey5s as a development pathway and successfully advocated for the inclusion of Hockey5s tournaments alongside traditional 11-a-side events, including at the 2017 and 2019 Oceania Cups and the Oceania Intercontinental Hockey5s events.
Importantly, David pushed for FIH world ranking points to be awarded to Hockey5s competitions. This advocacy was successful and, in 2017, resulted in all participating OHF nations being able to gain world ranking points and appear on the FIH World Ranking list for the first time — a milestone moment for developing hockey nations in Oceania.
David attended numerous events across the region and internationally, including Pacific Cups, Oceania Cups, and FIH World League and Series competitions. His strength lay in his commitment to building genuine relationships with Pacific Island members, taking time to engage with Presidents, administrators, and team members. This understanding enabled him to advocate effectively at Board level for targeted financial and practical support to address specific needs within the region.
Beyond governance, David also contributed directly to capacity building within Oceania hockey. He undertook mentor coach roles at Pacific tournaments, particularly supporting Samoa, and consistently backed the work of the Continental Development Officer, playing a key role in retaining skilled personnel within the organisation.
David also led the OHF Constitutional Review Committee from 2019 to 2021. The resulting constitutional changes were adopted at an OHF Special General Meeting in 2021 and strengthened the organisation’s governance structure. Key outcomes included the addition of an extra elected Board Director and the ability for the OHF Board to appoint up to two Directors based on specific expertise.
From May 2022, David carried the Secretary General role until the appointment of the OHF Chief Executive Officer. During this time, he was a strong advocate for transitioning the role from a voluntary position to a paid CEO, a shift that has significantly strengthened the organisation’s operational capacity and sustainability.
Through his leadership, advocacy, and genuine commitment to the development of hockey across Oceania, David Peebles has made an outstanding contribution to the sport and is a highly deserving recipient of Life Membership.
